What the Travel Rule asks for
The Travel Rule requires originating institutions to share originator and beneficiary information with the receiving institution for qualifying transfers. On public blockchains, the "transfer" is visible on-chain, but identity data travels off-chain through messaging networks or bilateral agreements between VASPs.
Does every Solana transfer qualify?
No. Self-hosted wallet movements, internal treasury rebalancing among addresses you control, and transfers below jurisdiction-specific thresholds may fall outside scope. Desks stumble when they treat every on-chain movement as reportable. Map your policy to counterparty type: VASP-to-VASP, VASP-to-self-hosted, and self-hosted-to-VASP follow different paths.
Asia-Pacific implementation reality
Singapore, Hong Kong, Japan, and Korea each transposed FATF guidance differently. A desk in Seoul may face other Korean VASP rules while receiving requests framed in MAS or FSA language from offshore custodians. Maintain a jurisdiction matrix rather than a single global threshold.

- Legal name and address of originator and beneficiary
- Account or wallet identifier used for the transfer
- Transaction hash and timestamp (Solana signature)
- Purpose code or internal reference where required
- VASP LEI or registration number when both sides are VASPs
Staking and delegation edge cases

Practical checklist before your next outbound flow
Confirm counterparty VASP status, agree on messaging channel, pre-validate address ownership evidence, and store Travel Rule payloads alongside traditional wire instructions. If the counterparty cannot receive IVMS101-style messages, document the exception pathway your counsel approves.
